Guest Spotlight: Sir Robert Paguia

Our first guest is Sir Robert Paguia, Division Chief at the Cybercrime Investigation and Coordination Center (CICC). He started in law and local government. Over time, he moved into national roles at the Privacy Commission, PSA, and now CICC.

His story proves that digital transformation, local governance, and leadership don’t require a tech degree. What matters is adaptability and service.

Cybercrime Is Now Mainstream

Cybercrime isn’t a niche topic anymore. Phishing scams, OTP fraud, and mobile app hacks (especially through GCash) hit people every day. Sir Robert gave simple advice: don’t share OTPs, avoid shady links, and report incidents to CICC hotline 1326.

These threats directly affect digital transformation, local governance, and public trust in tech. If people don’t feel safe, adoption slows.

Deepfakes and Disinformation

We also discussed deepfakes. These tools are now used to spread false content and manipulate elections. CICC counters this with education and public campaigns. These efforts are critical to a secure digital transformation process in local governance.

Leading on the Global Stage

Sir Robert also shared what it’s like to represent the Philippines in global forums like ITU and the UN. He talked about pressure, leadership, and mentoring his team. These are lessons that apply to anyone working in digital transformation, local governance, or public service.
