The Treasurers Office, BPLO, and the Economic Growth and Investment Promotion Office called us in. The ask was clear: help us create a system tailored to small business owners applying for night market slots.

We mapped every possible scenario. Who applies? When and how do they pay? What happens if they cancel? How do we issue special permits? Every step had to be discussed, tested, and refined.

We applied principles from system analysis and design—breaking the problem down, defining key actors, creating flow diagrams, and understanding what data was needed at each phase. From there, we developed a prototype, tested workflows, and adjusted based on feedback.

It was a two-month hack—but it worked because the collaboration was real. Everyone brought insights to the table. Everyone owned a piece of the solution.
